Ms. Burns’ credentials include ten years experience as the Administrative & Executive Officer of the Massachusetts Highway Department’s Outdoor Advertising Division. In addition, Ms. Burns’ was appointed to serve as Associate Commissioner of the Massachusetts Highway Department. Ms. Burns has been at the center of the outdoor advertising industry for years. Her knowledge of the law, the process and the players – state, local and industry – casts her in a light unique in Massachusetts.

Working side by side with Ms. Burns is Edward E. O’Sullivan, founder of Capital Associates, Inc. Mr. O’Sullivan has worked in and around state and local government since 1979. His credentials include working in the Massachusetts legislature as a staff counsel and chief of staff, trade association public affairs, law firm government relations and his owning and operating his own government relations and business development consulting firm. A government relations and business procurement professional, Mr. O’Sullivan has worked across the government spectrum from federal to state to local city/town bodies. He has vast experience in organizing political and civic groups to serve as a potent force in the government decision process.
